Planning Scheme Amendments

The City of Perth may resolve to amend its local planning scheme to bring it into line with:

  • strategic objectives

  • the needs of the community

  • State Government legislation and policies

Amendments may also be made to clarify and simplify planning provisions and provide for flexibility where appropriate.

The process for amending a local planning scheme is set out in State Government’s Planning and Development Act 2005 and the Planning and Development (Local Planning Schemes) Regulations 2015 and varies according to the nature of the amendment and whether it is classified as basic, standard or complex. Both standard and complex amendments are required to be advertised for community feedback and all amendments are ultimately required to be approved by both the City and the State Government.

Amendments which are out for public comment, awaiting finalization and which have been finalized are outlined below.

Out for Public Comment

Amendment No. 3 to Local Planning Scheme No. 26 and revised East Perth – Area 20 South Cove Design Guidelines – 75 (Lot 70) Haig Park Circle, East Perth

The scheme amendment and modifications to local planning policy East Perth – South Cove Area 20 Design Guidelines propose to introduce specific development standards for the land situated at 75 (Lot 70) Haig Park Circle, East Perth.

Information setting out and explaining the proposed amendment is provided in the Scheme Amendment Report and Information Sheet attached below.  It is also available for viewing at the City of Perth Customer Service Centre, Council House, 27 St Georges Terrace, Perth between 8.30am and 5.00pm Monday to Friday.

Submissions on the planning scheme and policy amendments must be made in writing and either:
sent to the City of Perth, GPO Box C120, Perth 6839;
delivered to the City of Perth’s Customer Service Centre, Council House; or
completed via our Online Submission Form and emailed to jasmine.hancock@cityofperth.wa.gov.au.


Submissions on the Amendment must be received by close of business on Monday 8 October 2018.

Recently Finalised

Amendment No. 39 – 553 and 565 – 579A Hay Street, 38A St Georges Terrace and 28 Barrack Street, Perth (Cathedral Precinct) Special Control Area

Amendment No. 39 to the CPS2 was published in the Government Gazette on 2 October 2018. 

This Amendment introduces a Special Control Area (SCA) over the land situated at 553 and 565-579A Hay Street, 38A St Georges Terrace and 28 Barrack Street, Perth to facilitate the sharing of existing car parking bays within the SCA amongst tenants and their guests. The sharing of car parking bays is intended to occur at the discretion of tenants within the SCA through a private agreement.

Amendment No. 40 – 28 and 32 Troode Street and 196 Colin Place, West Perth

Amendment No. 38 to the CPS2 was published in the Government Gazette on 21 August 2018.

This Amendment proposes to introduce a Special Control Area over 28 and 32 Troode Street and 196 Colin Place, West Perth.  This will allow for the land to be treated as one site for the purposes of allocating plot ratio floor area and for Lots 52 and 200 to be treated as one site for the purposes of calculating commercial tenant car parking.

Amendment No. 38 – 560 Hay Street, Perth (Criterion Hotel) Special Control Area

Amendment No. 38 to the CPS2 was published in the Government Gazette on 21 August 2018.

The Amendment proposes to introduce a Special Control Area over 560 Hay Street, Perth.  This will facilitate the subdivision of the subject site and enable any future development on the subject site to distribute the allowable plot ratio and car parking provisions across the lots as required.

Amendment No. 36: 251 (lot 11), 255 (lot 412) and 267 (lot 10) St Georges Tce Special Control Area

Amendment No. 36 to the CPS2 was published in the Government Gazette on 16 May 2017.

The Amendment introduced a Special Control Area over Lots 10, 11 and 412 St Georges Terrace, Perth. This will enable any future development on the subject site to distribute the allowable plot ratio and car-parking provisions across the lots as required.

Amendment No. 37: FESA Site Special Control Area

Amendment No. 37 to the CPS2 was published in the Government Gazette on 16 May 2017.

The Amendment introduced a Special Control Area over 480 (Lots 23 and 350) Hay Street and 15-17 (Lot 500) Murray Street, Perth. This will enable any future development on the subject site to distribute the allowable plot ratio and car-parking provisions across the lots as required.
