  • When will I receive my rates notice?

    Rates notices are issued to property owners in July/August each year.

    If you're registered for eRates, you will receive an email from the City ([email protected]) with a link to view and download your Rates notice.

  • Why has my rates notice changed this year?

    This year is a Landgate revaluation year. Every three years, Landgate independently revalues all properties across Western Australia for local government rating purposes. This process determines the Gross Rental Value (GRV) of properties.

    Your individual rates may increase or decrease depending on how your property's valuation has changed relative to other properties across the City.

    While Council adopted an overall rates yield increase of 2.45 per cent for 2026/27, this does not mean every property's rates will increase by 2.45 per cent.

  • How are rates calculated?

    Rates are calculated using:

    • your property's GRV (determined independently by Landgate); and
    • the rate in the dollar adopted by Council each year.

    Minimum rates may also apply regardless of a property's valuation.

    Landgate uses Gross Rental Value (GRV) for most residential, commercial and industrial properties.

    The GRV is the estimated annual rental income a property could reasonably earn if leased.

    For vacant land, GRV is generally calculated as three per cent of the market value of the land.

  • What do my rates pay for?

    Your rates help fund the essential services, facilities and infrastructure our community relies on every day.

    This includes:

    • maintaining roads, footpaths and public spaces
    • collecting household waste and recycling
    • maintaining parks, playgrounds and gardens
    • running libraries and community facilities
    • community safety and public health
    • planning services
    • supporting local businesses, events and tourism.

    As Western Australia's capital city, the City of Perth also maintains the public spaces and infrastructure used every day by residents, workers, students, businesses and visitors.

  • How does the City determine how much rates income is needed?

    Each year, Council adopts a budget that balances the cost of delivering services, maintaining infrastructure and investing in the future with the funding available.

    Rates are one of several funding sources used by the City. The City also receives funding from:

    • fees and charges
    • reserves
    • interest revenue
    • loans and other income
    • State and Federal Government grants

    The City continually seeks grants, partnerships and other funding opportunities to reduce reliance on rates wherever possible.

  • How can I pay my rates?

    The easiest way to pay is through the City's online payment portal.

    The portal allows you to:

    • pay your rates in full
    • pay by instalments
    • set up a direct debit

    You can also pay by BPAY, phone, post or in person at Council House or any Post Office.

  • I'm a pensioner or senior. Can I receive a rebate?

    Eligible pensioners and seniors may receive a State Government rebate on their rates and Emergency Services Levy.

    Applications are made through the Water Corporation.

    If approved, your application is automatically provided to the City for processing.

  • I'm experiencing financial hardship. What support is available?

    If you're experiencing financial hardship, we encourage you to contact the City as early as possible to discuss an alternative payment plan. Please phone (08) 9461 3296 to discuss your options.

  • Can I set up a payment arrangement?

    Yes. To enquire about a payment arrangement, call the Rates Department on (08) 9461 3296, or email [email protected].

    Please note that payment arrangements will be subject to interest charges and an administration fee.

  • Rates exemptions

    Under the provisions of S6.26 of the Local Government Act 1995, some organisations may be eligible to apply for a rates exemption.

    What you need

    Complete the Rates Exemption Application Form and supply supporting documentation for assessment.

    Eligibility requirements

    A few examples of organisations that may be eligible for a non-rateable status are shown below:

    • Charitable organisations
    • Religious bodies
    • Religious schools
    • Government agencies
    • Crown land
    • Other written law
    • Local Government Minister approval

    The application form for a rates exemption can be downloaded by clicking on the link on the bottom of this section. The completed form can be sent to the City of Perth along with all supporting documentation for it to be assessed. A decision will be prepared and you will be advised of the outcome in due course.

    Rates exemptions will remain in place unless certain circumstances of the exemption change or when the review period is due which is usually between 1-3 years. A review will be undertaken to determine if the exemption is to continue.

  • Emergency Services Levy (ESL)

    The State Government introduced an Emergency Services Levy (ESL) in 2003/04 to fund the services provided by the Department of Fire and Emergencies Services of Western Australia (DFES).  Local Councils across the state are required to include the levy on their rates accounts and collect it on behalf of DFES. Enquiries regarding ESL may be directed to DFES by:

    • Phoning 1300 136 099.
    • Visiting the DFES website.

    2026/27 rate for ESL is 1.1033 cents per dollar of valuation – in DFES’s Category 1 Area. The minimum charge for ESL is $113. The maximum charge for residential, multi residential and vacant properties is $560. The maximum charge for commercial, industrial and miscellaneous is $320,000.

  • Waste management service

    The City has a separate waste management charge, to encourage waste minimisation. The charges are recorded separately so that ratepayers can easily identify them. In keeping with the user pays principle, those ratepayers who wish to make greater demands on this service will also contribute more to maintain it.

    The waste management charges are annual charges for a weekly collection service.

  • Goods and Services Tax (GST)

    GST does not apply to Local Government Rates or ESL. It is applicable to rubbish hire service charges on the rates notices.

    *Note: Amendments to the Local Government (Administration) Regulations 1996 now restrict the availability of electoral and rate record details to the public. A person wanting a copy of information of the rate record (street order roll) must now complete a statutory declaration confirming that the information will not be used for commercial purposes.

    “Commercial purpose” is defined as: to seek to obtain by formal application a public record for the purpose of the sale or resale or the producing of a document containing all or part of the copy, printout or photograph for sale, and/or obtaining of names and addresses from the public record for the purpose of solicitation, and/or monetary gain from the direct or indirect use of the public record.

  • Electronic rate notices

    We encourage our ratepayers to receive their rates notices via email – it’s much more efficient and convenient, plus we don’t use paper which is better for the environment.
