  • Rate payment methods

    Pay over the phone with a credit card by calling 1300 366 563.

    Please note that payment by credit card is limited to a maximum of $10,000 per assessment per year.

    An initial set up fee of $35 applies for the direct debit option.

    Ratepayers experiencing difficulties in paying their rates accounts by the due date should contact the Rates Department on (08) 9461 3296 as soon as possible to discuss alternative payment arrangements. There is an administration fee of $45 to be placed onto this type of arrangement. Rates, ESL and service charges will continue to accrue 5.5% penalty interest on all Rates and Service charges and 11% on the Emergency Service Levy, regardless of any arrangements entered into. Please note, all payment arrangement requests must be in writing and can be emailed to rates@cityofperth.wa.gov.au

     

  • How to pay your rates
    All rates are due 35 days after the date of issue. The City offers a number of options for the payment of rates, including two instalment plans. Please note that for direct debit payments, an administration fee of $35 applies.

    Option 1: One payment
    Up front payment of the total amount - there are no additional costs for this option. Full payment 35 days after the date of issue.

    Option 2: Two instalments
    This option incurs a $35 administration fee and a 5.5% instalment interest charge. All arrears, half the rates, waste management charge, ESL, administration fee and instalment interest are payable within 35 days of the rate notice being issued. The balance will be payable approximately two months later, as indicated on the notice.

    Option 3: Four instalments
    The City also offers a four instalment plan. This option incurs a $35 administration fee and a 5.5% per annum instalment interest charge.

    All arrears, one quarter of the rates, waste management charges, ESL, administration fee and instalment interest charge is payable within 35 days of the rate notice being issued. The balance will be payable in three equal instalments approximately two months apart, as indicated on the notice).

    Late payment interest of 5.5% per annum is charged on all Rates and Service charges and 11% per annum on the Emergency Service Levy, on all payments outstanding after their due date. This includes instalment payments that become overdue after each due date.

    Delays can sometimes be experienced when paying your rates bill near the due date due to the large volumes of payments being received. If you experience any issues with your payment, please call the rates section on (08) 9461 3296 for assistance.

  • Emergency Services Levy

    The State Government introduced an Emergency Services Levy (ESL) in 2003/04 to fund the services provided by the Department of Fire and Emergencies Services of Western Australia (DFES). Local Councils across the state are required to include the levy on their rates accounts and collect it on behalf of DFES. Enquiries regarding ESL may be directed to DFES by:

    • Phoning 1300 136 099.
    • Visiting the DFES website.

    2023/24 rate for ESL is 1.3953 cents per dollar of valuation – in DFES’s Category 1 Area. The minimum charge for ESL is $98. The maximum charge for residential, multi residential and vacant properties is $491. The maximum charge for commercial, industrial and miscellaneous is $280,000. 

  • Waste management service
    The City has a separate waste management charge, to encourage waste minimisation. The charges are recorded separately so that ratepayers can easily identify them. In keeping with the user pays principle, those ratepayers who wish to make greater demands on this service will also contribute more to maintain it.

    The waste management charges are annual charges for a weekly collection service.
  • Goods and Services Tax (GST)

    GST does not apply to Local Government Rates or ESL. It is applicable to rubbish hire service charges on the rates notices.

    *Note: Amendments to the Local Government (Administration) Regulations 1996 now restrict the availability of electoral and rate record details to the public. A person wanting a copy of information of the rate record (street order roll) must now complete a statutory declaration confirming that the information will not be used for commercial purposes.

    “Commercial purpose” is defined as: to seek to obtain by formal application a public record for the purpose of the sale or resale or the producing of a document containing all or part of the copy, printout or photograph for sale, and/or obtaining of names and addresses from the public record for the purpose of solicitation, and/or monetary gain from the direct or indirect use of the public record.

  • Electronic rate notices

    We encourage our ratepayers to receive their rates notices via email – it’s much more efficient and convenient, plus we don’t use paper which is better for the environment.     Agents must notify the rates department directly rates@cityofperth.wa.gov.au of all management authorities and eRates requests.

  • Concessions, rebates and exemptions

    Pensioners and seniors

    Eligible pensioners or seniors may qualify for a concession from Council rates and the Emergency Services Levy and in some circumstances, to rubbish service charges. For the 2022/23 financial year, the pensioner rates capped amount is remaining at $750. Seniors will have their rebates capped at a maximum amount of $100.

    To register for a concession, please visit the Water Corporation’s rates concession page. This application will register you with the Water Corporation and the City of Perth via the one form. Once it is approved by the Water Corporation it will be forwarded to the City of Perth to process on the rates account.  

    The City does not administer the laws in regard to pensioner concessions. If you wish to lodge a complaint regarding the capping amounts for concessions, please contact your local MP. 

    Rates Exemptions

    Under the provisions of S6.26 of the Local Government Act 1995, some organisations may be eligible to apply for a rates exemption.

    What you need
    Complete the Rates Exemption Application Form and supply supporting documentation for assessment.

    Organisations that may be eligible to apply for a non-rateable status:
    A few examples of organisations that may be eligible are shown below:

    • Charitable organisations
    • Religious bodies
    • Religious schools
    • Government agencies
    • Crown land
    • Other written law
    • Local Government Minister approval

    The application form for a rates exemption can be downloaded by clicking on the link on the bottom of this section. The completed form can be sent to the City of Perth along with all supporting documentation for it to be assessed. A decision will be prepared and you will be advised of the outcome in due course.

    Rates exemptions will remain in place unless certain circumstances of the exemption change or when the review period is due which is usually between 1-3 years. A review will be undertaken to determine if the exemption is to continue.
