Local Government Review
The City of Perth welcomes the Local Government Inspector’s appointment of a Monitor to review governance practices and decision making processes. This is a positive opportunity to strengthen governance while we remain focused on delivering services to our community.
Local Government Inspector Tony Brown has appointed Carol Adams OAM as the Local Government Monitor to the City of Perth. Ms Adams served on the Kwinana Council for 26 years, including 17 as Mayor.
Ms Adams commenced as Monitor on 19 January 2026, with her role focused on reviewing governance practices and decision-making processes. This can include observing meetings, inspecting documents, and reviewing governance practices, with Ms Adams to report her observations to the Inspector.
